Disabled People¡¯s Experience and Perception on the Pilot Project for Primary Care for People with Disabilities

Abstract
Background: Compared with the general population, people with disabilities have a higher rate of morbidity and mortality; however, their access to health and medical care remains limited. In May 2018, a pilot project of primary care for people with disabilities was implemented.

Methods: We conducted qualitative research by interviewing people with disabilities; 101 persons with disabilities were surveyed so as to quantitatively gauge their satisfaction and to examine their experiences and perceptions of the pilot project.

Results: Persons with disabilities were largely aware of medical accessibility problems caused by difficulties in moving, access to facilities, and access to equipment. Satisfaction with home visitation care and nurse visitations was very high. The participants had various unmet needs ? such as the need for physical therapy or drug delivery services.

Conclusion: This study identified problems faced by people with disabilities and suggests that more effective and realistic solutions are needed to meet their needs before implementing the original project.
